A message received at 2:30 p.m., April 1, 2009, was read stating the                                                            
Senate passed CSHB 83(FIN) with the following amendment, and it is                                                              
transmitted for consideration:                                                                                                  
                                                                                                                                
    SENATE CS FOR CS FOR HOUSE BILL NO. 83(FIN)                                                                                 
    "An Act making appropriations for the operating and capital                                                                 
    expenses of the state's integrated comprehensive mental health
